Executive Summary

Reed Row sits at the intersection of Champlain Street and Florida Avenue in northwest DC’s Reed Cooke neighborhood. The development added five new floors of loft-style rental apartments atop the lowest of level of an existing parking structure, which was retained to house English basement apartments, parking and loading facilities, and building utilities.

Located close to several historic districts and subject to review by nearby neighborhood community groups, the building’s massing and exterior expression were informed by the materials, detailing, and rhythm of traditional masonry buildings that can be found in the surrounding area. This design complements the architectural fabric of the neighborhood and was the key to obtaining support from the local ANCs and design oversight committees charged with signing off on developments in the area. While not subject to Fine Arts Commission approval, project designers followed the aesthetic of the neighborhood while creating a facility capable of satisfying modern urban residents.

Careful organization of unique loft-style units allowed the development team to maximize use of the site, which was constrained by both height and construction access limitations. The luxury apartment building offers a range of studio, one, and two bedroom, and English basement units, as well as two story “penthouse” units with private rooftop decks.

Unit layouts feature a central architectural cube that separates living from bedroom areas, house storage, bathroom facilities, and appliances. These central pods feature zero tolerance closures and come in a variety of sizes and layouts. Precision construction was required to layout and build the units while the pods were shipped to the project well after construction started.

The new building groups the residences around a courtyard accessed by a covered carriageway, which also serves as a link between the main lobby and communal amenity spaces. The rooftop features intimately scaled indoor/outdoor amenity space, sunning, and grilling areas, landscaping, as well as private terraces for the apartments on the top floor, each offering sweeping views over the nearby historic neighborhoods towards downtown Washington. The building common areas feature luxury finishes like leather bricks and a unique programmable LED skylight in the courtyard that can mimic the actual daylight cycle or other display programmed color light shows.

To coordinate construction with the neighboring electrical substation, signed agreements were in place that did not allow the crane to swing over the facility. The Owner also leased space from PEPCO to work within their property to install the brick on the north façade. The area was required to be fenced off with netting below the scaffolding to protect the facility. Steel plates were placed on the ground to protect the oil-filled ducts located 3-4’ below the ground. If damaged, these could not be repaired and would require replacement of the entire facility.

The project achieved LEED Silver certification from the USGBC by featuring green roofs, courtyard landscaping, and bio-retention structures to meet City’s strict storm-water management and green area coverage requirements.
